Does source code license allow me to modify the application in any way or only HTML and CSS parts of the files can be modified for changing layout/display?  How long will I receive the file after making an order?

Yes, it will allow you to modify the application in any way, i.e. ASP source code will be editable.

You will receive the package in a few hours at the latest.
