creating groups - admins + users

Is it possible to modify signup.asp that creates users that are administrators, and can create their own sub user accounts, up to their total limit?

I know it is possible to do this via the admin screen, however I would like to try and automate this process.

I have gotten down to knowing I need to create another WEXDEFAULT_PREFERENCES or something that has different values.  Is there anywhere you define in a manual or something what all the different options in inc_public.asp stand for?

Currently it's not possible to automate it, you can create Group Administrators only on the administration panel manually.
