Error: Library not registered.

How can I solve a problem of this message:
error '8002801d' 
Library not registered.

Hi,
    The cause of this error is that a registry key has locked on the Server. You can look up the exact location of the registry key to be fixed using Goggle search but all I do is a complete reboot of the Server to clean out the registry lock. This can happen for many reasons e.g. if using a database a record was locked during an edit/add... network power surge... etc.
