Passwords Settings

1) When i try, as the administrator, to try to edit a users, it is no possible to check the options --> "Password never expire"/"user cannot change password"/"user must change password at next login"/"account il locked out". Why ?

2) The users dont have the option to change the password ! It is possible to set this ? (maybe in v. 3.1) , and then to activate the other options like in question  1) ?
