Install it on Traditional Chinese Win2000 server

When I install it on windows 2000 server which is Traditional Chinese language version. I found some problem.
When I upload a binary file likes Powerpoint file, PDF or other format (not text format). The file's format has be changed. And I can not read it. But If I install it on the English language version of win2000. The function is ok.

environment: Windows 2000 Traditional Chinese version + SP1 , IIS 5

This is a known issue, Microsoft's File System Object which is utilized by WebExplorer, lacks proper binary file saving. I will fix this in the next version which will have the most advanced uploading that can be done by scripting.
