Config Issue

After install, when I use browser to go to config screen, I am getting an message telling me about permissions on the App_Data directory needing certain permissions.  I have set those permissions as specified and still get that error -- could there be some other setting triggering that message to come up.

i found issue... i was granting access to wrong user.
