migrate users from one DB to another

I have an instance of 3.x running that I'm replacing with 4.1 running on 64bit embedded database.  Is there a way to forklift migrate the users from the old access DB to this new *.vdb4 file?  Any help would be greatly appreciated.

There is an extra step when upgrading from v3.x to v4.1 (not required when upgrading to v4.0):
In step 5, copy FileVista.vdb4 file from this zip (v4.0) to the existing App_Data\database folder:
