Is there someplace that I can setup to list and run .bat or .vbs files on the server using Webexplorer pro?

I think it's not possible to execute files on the server within an ASP application like WebExplorer Pro.

Actually, it is very possible... i was hoping that i could buy this functionality instead of having to code it myself

For executing script files on the server, Microsoft's Windows Script Host should be installed and operated. So I mean that it's not possible with ASP's default objects. I may add this feature in the following versions.
