What could it be?

It's already mentioned as a requirement; you should have Microsoft Windows Script 5.1+ installed on your server. Probably, you have an outdated version. You can get the latest version from here.

Yes, we may have an older version of the MS Scripting library but that is something that our ISP controls; i.e. I can't update it on their server!   Is there a version of this tool that doesn't use the RegExp stuff?
