Implementation problem

I downloaded and edit the config.asp file as advised on the site, but when I try to access the utility I get this error: (0x8002801D)
Library not registered. 
/Default.asp, line 81.  Any assistance in resolving the problem would be greatly appreciated.

It seems that Regular Expressions object is not available. This means you have an outdated scripting engine installed on your host. Please check requirements section on how to update it.
