Will Not Load

I have WebExplorer Pro installed on my hosted web site, but I want to install it locally on my home computer to test out some things.  However, I cannot get the scripts to run properly.  Ive installed all the necessary Microsoft components, added the IUSER account to the NTFS permissions, I even created an application.  However, the browser just continues to sit and load the pages, but nothing ever comes up?  What could I have configured wrong? It's actually a very common problem caused by Norton Antivirus's script blocking feature. You can get more information and learn how to stop it from here.
